Yes, of course. As an example, Judit Polgar the youngest of the three Polgar sisters (Zsuzsa, Zsofia and Judit) won the Chess championship of Hungary in the men's event at the age of 15 in 1991.
She won the match without a single loss with 3 wins and 6 draws finishing ahead of GM's such as Gyula Sax and Andras Adorjan. This made her the first female player to win a men's championship and the youngest GM in the men's category at that time.
